An AI-native policy advisory company for governments.
Horus is built as technology, not staffed as a firm. Give it a scope of work and it runs the whole engagement: it plans the work, reads the entire evidence base, schedules and conducts every stakeholder meeting, develops and appraises the options and writes the recommendation. Weeks later you hold a sealed policy document in which every claim can be checked.
Start with a scope of work.
Horus is not a prompt box. Send the scope as your institution writes it: objectives, questions, stakeholders, deliverables, timeline. Within one working day Horus returns the engagement plan: the stakeholders it will consult, the research it will run, the options it will appraise, the milestones, and the document it will deliver. Accept the plan and the engagement starts.
The scope is confidential to the engagement. Horus reads it to prepare the plan, and for nothing else.
Why the advice is better
Horus is a technology company, not a consultancy with AI tools. It does not sell hours. It operates an AI system that produces the advice, and the system's advantages are structural: it reads, remembers, appraises and reasons at a scale no team reaches. They show in every document it seals.
It reads the whole record
Every comparator jurisdiction, every evaluation, statute, dataset and consultation response in scope, in every language it was published in, before the first interview. A team reads what fits in the weeks it has. Horus reads everything, then begins.
It forgets nothing
Every statement from every interview and every figure from every source stays in the record and is present at the moment of judgement. Nothing is lost in a handover or flattened into a summary slide.
It appraises every option
The full option space, not the two there was time for. One method, one assumptions register, a sensitivity on every number, so that options are compared like with like.
It reasons at the frontier
Horus brings the reasoning capacity of the most capable AI systems to your engagement and spends all of it there: on your scope, your stakeholders and your numbers, for the whole of the engagement.
It argues against itself
Before anything is sealed, Horus reviews its own reasoning as a critic who has not seen the draft would, and fixes what fails. The challenges and the revisions are in the record.
It works in weeks
Reading, meeting, appraising and writing run in parallel, and nothing waits for a calendar. An engagement that would take a quarter runs in weeks, to the same standard at the end of every one.
How an engagement runs
From the scope of work to the sealed document, Horus runs every phase itself. Choose a phase to see what it does, what reaches you, and the records it writes into the engagement ledger as it works. The run shown is six weeks; the plan is set by the scope.
Record identifiers and counts are illustrative, drawn from the structure of a live engagement.
Horus conducts the stakeholder consultations
It schedules the meetings, joins Google Meet or Zoom, leads the conversation, follows up on what it hears and writes the record before the call ends. Ministries, agencies, regulators, industry associations, experts: internal and external stakeholders alike, as many as the scope needs, over the weeks the plan allows.
From scheduling to synthesis
Horus writes the invitations, finds the slots, joins the calls and writes the records. The morning after the last meeting the consultation synthesis is ready: who holds which position, where they agree, where they do not.
It follows the thread
It hears the answer that was not in the plan, tests it against what others have said, and changes the next question. The pilot, the Friday-night failure and the survey were not in the plan. They are in the record.
Positions are weighed, not collected
What a stakeholder says is recorded as their position, attributed and dated, then reconciled against the other consultations and the documentary evidence before it shapes an option.
Any number of stakeholders
Twelve stakeholders or two hundred: the method is the same, the record is the same, and nothing is lost between the first meeting and the last.
Six kinds of engagement, one method of its own
Horus does not borrow its method from the strategy firms or the treasuries. It runs one method of its own across every engagement: scope, evidence, consultation, options, appraisal, recommendation, seal. The kind of engagement sets what is appraised and what is delivered.
Policy and regulation
A rule, a mandate, a licensing regime, a reform. Who gains, who pays, what it costs to comply, how it is phased and enforced.
Strategy
A national or sector strategy: objectives, targets, the portfolio of initiatives and the trade-offs between them, appraised for coherence and feasibility.
Institutions
Mandates, structures and operating models of ministries and agencies: who should do what, with which powers and resources.
Delivery
A programme that is behind, over budget or stuck. The diagnosis, the intervention, the owners and the dates.
Investment
A project or programme that needs the case for funding: value, cost, affordability, deliverability and the way to procure it.
Public services
A service for citizens or businesses, redesigned around the people who use it, with the cost to serve and the capability to run it.
The seal certifies a standard, not a signature
Advice is worth what it can be checked against. A Horus document carries the seal only when every claim in it traces to a source, every option has been appraised by the same method, every stakeholder in scope has been heard and the recommendation has survived Horus's own attempt to break it. Select a sentence of a sealed document to see what it rests on.
What the seal certifies
- Every claim traces to a source, snapshotted the day it was read.
- Every option in scope has been appraised by the same method, from one assumptions register.
- Every stakeholder named in the scope has been consulted, and their positions reconciled.
- The recommendation has passed Horus's adversarial review of its own reasoning.
- Every number reproduces from the register, and what could not be verified is written down as a gap.
Horus decides, and shows you why
A recommendation is a judgement, and Horus makes it. What makes a judgement worth trusting is how it was reached: from the whole record, by one method, tested against itself and written down so that every step can be followed and every number checked. Every Horus recommendation comes with its decision record.
Recommendation
Phase the mandate over three years, starting with firms already filing VAT online, with a free invoicing tool and a staffed support line from the first day.
Why
- Phasing reaches the eighty percent threshold within two years in every comparator. A single date reaches it a year sooner at twice the compliance cost, borne mostly by the smallest firms.EVD-0142 · APL-003
- Support, not price, is the binding constraint for small merchants. The 2024 pilot failed on support, not on the tool.MTG-003 · MTG-005 · MTG-009 · SRC-088
- A free tool without a support line repeats the pilot. The support line costs four percent of the programme and removes its largest risk.ASM-022 · RSK-005
Options considered
What would change the recommendation
A support-line cost above seven percent of the programme, or pilot data showing retention above eighty-five percent without support.
Adversarial review
Fourteen challenges raised by Horus against its own draft. Three led to revisions: the phasing of medium firms, the treatment of the exemption, the cost range of the support line.
This week
Nine consultations conducted. Consultation synthesis drafted. Option space widened from three to five after the Association's position on support.
Next week
Appraisal of all five options. Steering meeting Thursday at 11:00 to present the interim findings.
Scope
Firms below the VAT threshold: Horus is keeping them in scope and will appraise an exemption as a fifth option. Say so if you want them out.
Open
The Authority's pilot figures, requested on 14 October, due Monday.
Horus writes a steering note every week, presents interim findings at a steering meeting, and keeps the engagement ledger open to you throughout. You set the scope and can redirect at any point. Horus makes the calls in between, and records each one.
What you receive
One sealed policy document, and the two things that make it usable: the presentation for the room that decides, and the full record for the team that implements.
The policy document
The recommendation and the reasoning behind it, the appraisal of every option, the consultation synthesis, and the implementation plan with owners and dates. Sealed.
The presentation
For the Minister, the cabinet committee or the board. Answer first, one exhibit per slide, every number sourced on the slide. Horus presents it and answers on the analysis.
The engagement record
Every source with its snapshot, every consultation record, the assumptions register, the decision record and the adversarial review. Yours to keep, and to audit.

Trust and data
A policy engagement runs on sensitive material. These are the rules Horus works under, written down so that you can hold it to them.
Where your material lives
In a dedicated engagement workspace, as readable files, with an append-only ledger of every event. Not in a shared pool across clients. Not used to train any model.
What leaves the engagement
Only what the plan says: meeting invitations to the stakeholders you named, requests for documents, and the deliverables to you. Every outbound message is in the ledger.
Confidentiality
The scope, the consultations and the deliverables are confidential to the engagement. Horus does not reuse one client's material for another.
Meetings
Recordings and transcripts stay inside the engagement and are deleted at its close unless you ask otherwise. Consultation records and the synthesis are handed over in full.
Audit
Every record carries its source and its time. Every claim in a deliverable can be followed back to the snapshot it rests on. The whole engagement can be exported and checked by anyone you choose.
Public record only
Stakeholders are profiled from the public record and from what they say in the consultation. Nothing further.
See it run on your own scope.
A demo is a working session, not a slide deck. Send a scope, even a rough one. Horus reads it and returns the engagement plan it would run. On the call it presents its first reading of the problem and conducts a short consultation with one of your colleagues. You see the method on your own material.
